Project Description

This project will implement energy efficiency improvements at District-wide parks and facilities, resulting in energy and operational savings of approximately $29,000,000 over 30 years.

The project evaluated ways to reduce energy consumption, produce energy with solar photovoltaics, and store energy for resiliency and cost savings. The following systems were assessed: lighting, heating/ventilation/air conditioning (HVAC), building automation and controls, building envelope, IT equipment, appliances, building plug-loads, water/sewer, solar PV, battery storage, and EV charging.

The Energy Conservation Measures (ECMs) that were identified as the most viable for HARD in terms of energy cost savings, operational savings, infrastructure improvements, and climate protection include:

  • Replacement of Existing Thermostats
  • Replacement of Existing HVAC Package Equipment
  • Rejuvenation of Existing HVAC Package Equipment
  • LED Lighting and Lighting Controls Upgrades
  • Building Envelope Sealing
  • Installation of Solar PV
  • Replacement of Existing Electrical Power Transformers
  • Improved Water Efficiencies for Domestic Water Devices

The ECMs will be installed at 26 District sites. As the project progressed, it became evident that the roofs at multiple sites identified for solar installation were beyond their useful life and required significant repairs or replacement.  The project also includes roof replacements at 11 sites.

Construction began in winter 2023 and is anticipated to be complete in 2025.
