Valley View will be a brand-new park in the HARD system! This 24-acre open space on top of the hill features noteworthy topography and sweeping views. It is located at Sydney Way between Stanton and Carlton Avenues in Castro Valley. The District purchased this undeveloped site from the East Bay Municipal Utility District (EBMUD) in 2014 for the purpose of building a new park. Studies which provide the basis for future master planning efforts are complete. HARD began an extensive community outreach process in early 2022. Community input informed the development of a comprehensive Master Plan which includes parking off Sydney Way and Carton Avenue, a tot lot, an adventure hill, a multi-purpose grass area, a restroom, a variety of picnic areas, a terraced seating area, multiple overlooks, reflection grove, pump track, wellness areas, dog area, large loop path, and a variety of trails including a native plant walk. The cost to implement the full Master Plan exceeds the current Five-Year Capital Improvement Program 2020-2025 budget and improvements are proposed to be implemented in Phases.
As part of the California Environmental Quality Act (CEQA) requirements, an Initial Study / Mitigated Negative Declaration and Mitigation Monitoring and Reporting Plan (IS/MND) was conducted for the Valley View Park proposed improvements. The IS/MND concluded that there are not any significant impacts. The IS/MND and Master Plan were adopted by the Board of Directors on 9/5/23. The project will proceed to the Planning Phase in 2024.
